<p><strong>OPC超级个体产业社区（以下简称“社区”）</strong>。</p>
<h3>（二）项目定位</h3>
<p>社区由专业运营商建设和运营，面向人工智能时代的“一人公司（One-Person Company，OPC）”、自由职业者、灵活就业人员和小微企业，建设“技能培训—项目实训—订单撮合—协同交付—企业复购—创业升级”的公共服务与产业转化平台。</p>
<p>社区不以收取培训费为主要目标，而以真实企业订单为牵引，将分散的个人能力组织成为企业可采购、可验收、可持续的数字化产能。</p>
<h3>（三）拟申请政府支持</h3>
<p>申请将本项目纳入本地区人工智能、数字经济、创业就业和中小企业服务体系，给予：</p>
<ol>
<li><strong>试点认定</strong>：授予“OPC创新创业社区/人工智能应用示范基地”称号，纳入相关专项工作和政策宣传体系。</li>
<li><strong>场地支持</strong>：提供或协调不少于 1,000 平方米的低成本运营场地，支持共享办公、培训、路演和项目交付。</li>
<li><strong>启动资金</strong>：对公共服务、平台建设、实训项目和社区运营给予首年度不超过 300 万元的启动支持，采取分期拨付、绩效验收方式。</li>
<li><strong>算力与工具券</strong>：为入驻 OPC 和实训项目提供算力、模型、软件工具等普惠性额度，首年建议不低于 300 个有效账户或等值资源。</li>
<li><strong>订单与场景</strong>：协调国有企业、政府部门、园区和重点企业开放不少于 20 类试点场景，形成首批示范订单。</li>
<li><strong>融资与担保</strong>：将符合条件的 OPC 纳入创业担保贷款、科技金融、知识产权质押和风险补偿政策的推荐名单。</li>
<li><strong>人才与培训</strong>：支持社区与高校、职业院校、培训机构共建课程和实训基地，将符合条件人员纳入创业培训、就业服务和人才项目。</li>
<li><strong>数据与合规指导</strong>：协调网信、市场监管、税务、人社等部门提供政策咨询、合规辅导和企业登记服务。</li>
<li><strong>政府采购与供应商准入</strong>：在依法合规前提下，支持社区运营商及经认证的 OPC 进入公共服务、数字内容、数据处理和 AI 应用项目供应商池。</li>
</ol>
<h2>二、建设背景与政府价值</h2>
<h3>（一）现实痛点</h3>
<p>大量个人具备 AI 内容制作、跨境电商视觉、智能体开发或专业服务能力，但面临四个瓶颈：缺少稳定订单、缺少企业信任、缺少协同交付能力、缺少财税法务和知识产权支持。单纯培训无法解决就业和创业转化问题，单纯发放补贴也难以形成持续产出。</p>
<h3>（二）政府需要的公共价值</h3>
<p>社区将把分散的创业主体纳入可统计、可服务、可评价的产业组织，形成：</p>

<p>第二、三年重点由“扩数量”转向“提产值”：企业订单额分别达到 3,000 万元、6,000 万元，公共财政资金占社区年度总收入比例逐年下降。</p>
<h2>四、重点服务方向</h2>
<h3>1. AI漫剧与数字内容生产</h3>
<p>面向内容平台、文旅、品牌和 MCN，提供剧本改编、分镜、角色设计、场景生成、配音、剪辑和短视频矩阵服务。社区统一报价、交付标准和版权审查，OPC 按工序协作。</p>
<h3>2. 跨境电商视觉生产</h3>
<p>面向跨境卖家和代运营机构，提供主图、详情页、场景图、模特图、广告素材、多语言视觉和 A/B 测试。以“月度素材包”和“新品上市包”推动复购。</p>
<h3>3. 企业 AI 智能体实施</h3>
<p>面向企业提供知识库问答、客服、销售跟进、内部流程、招聘筛选和数据分析智能体。运营商负责需求诊断、方案、权限、验收和售后，OPC 承担知识整理、流程配置、测试和运维。</p>
<h3>4. 大型企业标准化派单</h3>
<p>承接数据整理、图像处理、内容审核、AI 测试评测、知识库标注等可拆分任务。建立 OPC 能力档案和产能池，由社区统一承接、拆单、质检、开票和结算。</p>
<h2>五、运营架构</h2>
<h3>（一）“一委一中心三平台”</h3>

<p>运营商对项目交付和资金使用承担主体责任，提供统一合同、统一客服、统一质检、统一结算和统一数据报表；不得以政府名义向 OPC 或企业作收益保证。</p>
<h2>六、订单获取与转化机制</h2>

<h3>（三）订单保障</h3>
<p>首批政府协调订单实行“小额试单、验收付款、可复制扩单”；社区建立订单保证金、延期预警、替补人员和争议处理机制，避免个人因单一客户拖欠而产生经营风险。</p>
<h2>七、OPC招募、培训与认证</h2>
<h3>（一）招募对象</h3>
<p>高校毕业生、设计和内容从业者、跨境电商从业者、软件开发者、传统行业专业人员、返乡创业者及现有一人公司。</p>
<h3>（二）“训、练、接、升”四步法</h3>
<ol>
<li><strong>训</strong>：工具、业务流程、版权、数据安全、财税和客户沟通。</li>
<li><strong>练</strong>：使用真实需求完成 1—3 个带验收标准的实训项目。</li>
<li><strong>接</strong>：通过能力认证后进入订单池，先从低风险标准任务开始。</li>
<li><strong>升</strong>：根据交付记录升级为项目负责人、行业专家或社区合伙人。</li>

<h3>（三）认证等级</h3>

<h3>第三阶段：规模化期（7—12个月）</h3>
<p>形成 300 单以上订单、10 个示范场景和 100 家企业客户，推动社区收入、订单额和 OPC 收入形成可持续增长。</p>
<h3>第四阶段：复制推广期（第2年起）</h3>
<p>沉淀标准、软件和课程，向其他园区、区县或行业复制，逐步降低财政资金依赖。</p>
<h2>十一、绩效评价与退出机制</h2>
<p>建议采用“月度监测、季度评价、年度审计”制度。核心评价包括订单额、OPC收入、就业、复购、交付质量、场景落地、资金合规和企业满意度。</p>
<p>出现连续两个季度未达到阶段目标、重大数据泄露、虚假订单或资金违规的，限期整改；整改仍不合格的，暂停新增资金和政策资源，依法依约终止合作。项目达到市场化条件后，政府支持从运营补贴转为场景采购、算力券和公共服务购买。</p>
<h2>十二、请求主管部门审议的事项</h2>
<p>恳请主管部门：</p>

<p>OPC 社区的目标不是简单增加注册企业数量，而是形成一个能够持续产生订单、稳定交付、带动就业、服务企业和吸引人才的产业组织。政府以场地、场景、算力、政策协调和公共服务提供“第一推动力”，运营商以市场化订单、交付能力和数据化管理承担“持续增长责任”，共同把一人公司的个体创新转化为本地可计量、可复制的产业增量。</p>
