## 一、方案简介
|
||||
|
||||
MA(国际统一标识代码)体系是我国完全自主知识产权的国际标准标识代码,具有全球唯一性和国际通用性。在影视剧内容中应用 MA 码,可以构建覆盖影视剧全产业链的国际标识解析与管理体系(数字身份证),实现"一剧一码、全链追溯、权责清晰、全球通行"。

本方案是针对陕西 IPTV 集成播控平台现有系统融合应用 MA 码进行规划设计,系统架构图设计如下:

## 二、整体系统架构

### 1. 业务系统层

包括内容提供商平台、CPSP 系统和运营商平台。内容提供商平台负责内容提交和内容管理;CPSP 系统负责内容受理、加工、审核和发布;运营商平台负责内容接收、运营和分发。

现阶段内容主要仍按照原有业务流程流转,即内容提供商提交内容后,进入 CPSP 受理、处理、审核、发布流程,最终进入片库并分发至运营商平台。

### 2. 内容资源层
|
||||
|
||||
包括片库和目录库。片库为现有系统,负责存储实际媒体文件。目录库为本项目新增或扩展建设内容,负责存储 MA、Hash、片库文件 ID、省内内容编码等映射关系。后续目录库还可扩展审核状态、审核机构、审核时间、审核结论等审核协同信息。

### 3. 标识服务层
|
||||
|
||||
为本项目新增能力,主要包括标识服务、验真服务、MA 管理和系统管理四个模块。

负责生成和维护统一内容标识。其主要功能包括 MA 生成、Hash 登记、标识查询、标识映射管理和标识同步。该模块需要建立 MA 与 Hash、片库文件 ID、省内内容编码之间的映射关系,使同一内容可以通过不同系统编码关联到同一个统一标识。

#### (2)验真服务模块

||||
主要用于内容识别和审核辅助。本项目中的"验真"不是面向可信认证或防篡改证明,而是通过 Hash、MA 等信息判断内容是否已经存在、是否已有对应标识、是否具备历史审核记录,从而为受理和审核环节提供辅助判断。验真服务可提供内容识别接口、Hash 匹配接口、MA 查询接口和审核记录查询接口。

|
||||
负责 MA 标识的生命周期管理,包括 MA 创建、维护、合并、拆分、失效、状态管理和一致性校验。该模块保证 MA 编码的唯一性、稳定性和可管理性。

## 三、系统接口设计
|
||||
|
||||
结合本项目建设目标和分阶段实施路径,系统接口设计遵循"先建设、后扩展"的原则。
|
||||
|
||||
第一阶段重点建设统一内容标识体系,因此接口设计以标识登记和标识查询为主;后续随着审核协同、全国互联和生态推广逐步推进,再扩展相关服务接口。

||||

### (一)第一阶段核心接口

标识登记接口是第一阶段最核心的业务接口。该接口主要由 CPSP 系统调用,在内容完成审核并进入发布环节后触发。

||||
- 生成或登记内容 Hash;
|
||||
- 建立 MA 与 Hash 的映射关系;

||||
- 将相关信息写入目录库。

通过该接口,完成内容统一身份的建立和目录库数据沉淀。

#### 2. 标识查询接口

标识查询接口用于查询内容标识信息及相关映射关系。
|
||||
|
||||
该接口支持以下查询方式:

- 根据 MA 查询;

||||
- 根据 Hash 查询;
|
||||
- 根据省级内容编码查询;
|
||||
- 根据片库文件 ID 查询。

接口返回内容标识信息及相关映射关系,包括 MA、Hash、片库文件信息、省级内容编码等内容。该接口是目录库对外提供查询服务的基础接口,也是后续验真服务和审核协同能力的重要基础。

该接口主要用于内容识别和审核辅助。当内容进入受理流程时,系统可根据 hash/MA/原内容等调用验真服务,对内容进行快速识别。

### 1、第一阶段:省内统一标识建设

本阶段重点完成省内统一内容标识体系建设,在不改变现有省级内容编码体系的基础上,引入 MA 统一标识和 Hash 内容指纹,建立内容统一身份体系。
|
||||
|
||||
主要建设标识服务平台、目录库、MA 管理等核心能力,建立 MA、Hash、片库文件 ID 以及省内内容编码之间的映射关系。同步改造 CPSP 发布环节,在内容审核通过并发布时自动生成 MA,登记 Hash,并将相关信息写入目录库。

||||
|
||||
通过本阶段建设,形成"省内内容编码+MA+Hash"的双层标识体系,实现内容统一身份管理和内容快速识别能力,为后续审核协同和全国推广奠定基础。

### 2、第二阶段:省内审核辅助建设

|

在统一内容标识体系基础上,建设内容识别和审核辅助能力,推动内容标识体系与审核业务融合。

本阶段重点建设验真服务,并改造 CPSP 受理和审核流程。在内容进入受理环节时,通过 Hash 调用验真服务,识别内容是否已存在、是否已生成 MA 以及是否存在历史记录,为审核人员提供辅助判断依据。同时将审核结果与 MA 建立关联关系,逐步形成审核数据资产沉淀机制。

### 3、第三阶段:全国统一标识与审核协同建设

在完成省内试点验证基础上,逐步扩展至全国范围,建设全国统一内容标识体系,并以统一 MA 为基础开展跨省审核协同建设。

本阶段需要制定全国统一 MA 编码规则,建设全国目录中心,建立省级目录库与全国目录中心之间的数据同步机制,实现各省内容编码与全国统一 MA 之间的映射关系。同时,将审核记录与 MA 建立关联,实现审核状态、审核结论和审核记录的跨省共享。

相应地,需要改造各省标识服务平台、目录库以及 CPSP 受理和审核流程,增加全国查询、跨省同步、审核记录共享以及审核结果回写等能力,并建立统一的数据治理和主数据管理机制。

通过本阶段建设,实现全国范围内内容身份统一管理、跨省内容快速识别、审核记录共享和审核结果复用,逐步减少重复审核工作量,形成全国统一内容协同体系。

### 4、第四阶段:生态推广应用

在全国统一内容标识体系和审核协同体系稳定运行基础上,逐步向内容提供商、运营商以及其他生态参与方开放相关能力,扩大 MA 体系应用范围。

本阶段重点开放 MA 查询、内容识别、审核记录查询和内容追踪等服务能力。内容提供商可利用统一标识能力实现内容查重、内容快速定位和内容状态查询;运营商可利用统一标识和审核协同能力快速识别内容身份、查询审核记录并共享审核成果。
